the overall skill level of tf2 players has been on a steady decline so there is no reason to bring it back

The update that was supposed to 'save comp tf2' bombed over a year ago, why does anyone in this community put faith in what looks like a balance update at most to save anything? The only chance IM has at coming back is if everyone tries their ass of to bring in open teams and there's some communication with ESEA on team numbers before the deadline.
