Essentially my steam UI has been broken and looked like this for a few weeks, https://imgur.com/C6GFjoM
I've looked into it and the general fix seemed to be opting out a steam beta that I have never been in and deleting the html cache folder in the steam directory. None of these worked for me, however I can temporarily fix it by clearing the browser cache and browser cookies in the steam settings.(Note this does not apply towards my browser. The UI is still broken even after I clear those) I don't know the exact amount of time it stays fixed however upon relaunching steam its always broken again and becomes broken after I launch and exit a game.
Whats really confusing me is how it carries over to my web browser(s). When I look at a steam url (for example a profile)
I get a similar problem with the UI. I have tested this so far with 2 web browsers, Chrome (the main one I use) https://imgur.com/EwEfR9q and Firefox https://imgur.com/xhhokGZ
I have reset chrome to it's default settings and to no avail still have this broken UI.
At this point all I can assume is that its some external program creating the problem but besides that I'm honestly all out of ideas at this point, if anyone has had a similar problem please share here it would be much appreciated.

also im not entirely sure if it matters but I use a steam skin and never had the problem for an extended period of time so I assumed I needed to update it ( that didn't work ) so I got rid of the steam skin entirely yet still have the broken UI. I doubt its the cause however like I said I'm at my wit's end and it seems noteworthy

Are you on a college campus or other place where your internet access might be restricted? Your screenshots look like the CSS stylesheets are failing to load.
Open the developer tools in Firefox (F12), go to the network tab, then go to https://store.steampowered.com. That should show you if anything is failing to load.
