game crashes as soon as i join a server

I changed my dxlevel to 90 so I could use mat_phong 0 but it kept crashing so I went back to dxlevel 81 but it still keeps crashing. I verified the game cache and restart my computer completely and still nothing changed.

try uninstalling your hud, I've had issues with outdated or weird huds previously that inconsistently crashed my game on launch

As stated before it could be a hud issue, your config or even a chance you have too much mods in tf2. I'd recommending cleaning your tf2 and see what happens.

Also you don't need to change your dxlevel just for mat_phong. It can be changed whenever.
