I would first verify your game cache, see if that fixes anything.

I've verified my game cache, no good
Are you sure that this is a custom hud? I'm 99% sure this is the default hud, but there weren't any hud files in the folder anyway. Also, could you go a bit more in depth, as I'm not quite sure about the specifics?

ArguedOysterI think your font files may have been corrupted. My advice is to manually find and deleteThen redownload them either verifying game cache which will automatically download them when they're found missing, or download them manually with these links https://wiki.teamfortress.com/wiki/Fonts#User-interface

PS you said tried reinstalling TF2. If you really deleted all of your files, and completely reinstalled, then I don't know.

EDIT: I followed your instructions to replace the files, but everything was still missing

Even though these were newly installed?
