black bars gone

I was playing with black bars above and below my hud, I restarted TF2 and suddenly the bars were gone. How do I get the black bars back?

Im not 100% sure, but it may have to do with your gpu scaling on your driver. Turn it on and off and se if the bars come back.

Off topic but changing windows saturation doesn't affect in 4:3
is there a way to get around this
