I was interested about the same thing about a year ago but didn't find anything.

If team demo reviews is what you need it for, Discord's video call feature is pretty good. The quality isn't perfect but it's good enough to see what is happening, and there's practically no delay from the guy streaming the in game POV.

This sounds like a good option but unfortunately my upload speed is too low to stream properly.

If a stream would look like a PowerPoint Presentation, why not actually make one?
That would be the next level of TEAM MANAGEMENT.
For real though your best bet is either having someone else stream it or some sort of remote controlled setup, which is really just a more fancy way of yelling at someone to pause RIGHT NOW.

anyways the way i usually review with one person is we just go to tick 300 and countdown from there and then just don't pause
i like the idea of not pausing because it doesn't give you time to think if that makes sense, because in-game you wouldn't have had the time to think either
but at some times it is necessary to pause for team learning environments so i can see why you would want that. i would try out the discord thing, if anyone has good upload

theoretically you could have a plugin parse a demo file and use bots to act it out on a server. I did a proof of concept server plugin that recorded player movement and weapon firing / switching and played it back with bots (similar to the jump bot you will sometimes see on jump servers). Unfortunately bots count towards the server slots so you would need to spectate them with zero-delay stv with one spectator being the stv cameraman or use a server with a lot of slots. It would be awesome if someone made a fully-functional solution to play demos on servers but it would take a lot of work. Not sure if there's a way to do this on a server without using bots. I also wonder if there's a way to sync up people's local demo playback to one person can control pausing and maybe the camera.
play the demo in your game, record yourself playing the demo using software like obs, upload it to youtube and then use Rabbit to watch it with your team
