FIXED

So I recently bought a new fx-8350 and 7870, but I cant install the 7870 until my new psu comes in because my current one is a piece of shit(500v and not many cables). I installed the 8350 and my problem is that the clock speed on the processor which should be 4.0 before turbo and 4.2 after is only showing 2.8 with a low voltage. I'm not very knowledgeable in the subject. Is this because my current psu is a ginormous piece of shit? How can I fix this?

Need to see bios settings, if those are set to 4.0 and 4.2 then you have an issue. Might be software though, install your motherboard software and update it.

I was actively stress testing when I took the screenshot and turbo is on.
What is stepping?

I edited my post after, and now I also assume you've checked your bios, but make sure both your bios and any MB software like AI, are showing 4.0 and 4.2 and that the multipliers are all correct and add up to 4.0

stepping is like turbo but it has a bunch of steps up to fully torqued.
