Help re-enable steam overlay for tf2

So a few months back I read a thread on this site that talked about disabling steam overlay and its impact on performance and gave a method for doing it by deleting or editing some files in the tf2 directory that I followed. I want to re-enable the overlay but I forgot how I disabled it in the first place and can't find the thread anymore. Help appreciated.

Look at the top left of your steam app window,then follow this: Steam>Settings>Ingame>check the box in front of "Enable the steam overlay while in-game",also verify your game cache.
