Bad FPS New Processor/MOBO

I recently got a new Processor (AMD Ryzen 2700x) and a new motherboard (ROG Strix X470-F Gaming) to replace my messed up intel processor and motherboard. And now, no matter what I do, I can't seem to get constant good fps. On a jump server I'll get anywhere between 400-500 on mastercomfig low. However, on any regular pub/6s/HL server, it varies immensely. It seems to usually like to sit around 110-130 which is usually fine, but can drop lower. However, in 24/32 person pubs it can drop as low as 40 even when there's not a lot going on. I'd also like to stream again and since obs takes about 50 fps off of my game, it's not doable right now.
My Setup:

Graphics Card: Nvidia GeForce GTX 1070

Ram: G.SKILL Ripjaws V Series 16GB
TF2 Launch Options: -windowed -noborder -w 1920 -h 1080 -nod3d9ex -novid -nojoy -nosteamcontroller -softparticlesdefaultoff -reuse -nostartupsound -threads 12

I've tried basically everything I can think of (as you can see by me trying to mess with threads in launch options). I've messed with power plans, messed with dxlevels, even tried the lowest quality config I could find and it didn't really help. All of my drivers and chipset stuff is up to date and I really have no idea what to do. Did I really fuck myself that hard by going to AMD from intel? Any help is appreciated, thanks

Try overclocking your ryzen cpu and playing on AMD ryzen balanced power plan, those really helped my fps. (I use a r5 1600)

i have a 2700x and a 1060 and i have no such problem, I know you mentioned messing with the threads in launch options, but did you intentionally put 12 instead of 16?

also is there any chance you're not using your gpu and are using integrated graphics or something?

What is your ram's rated speed? Did you plug your ram in the correct slots? Check if it's failing from prime95. Is your pc overheating? What is your case and fan setup? Check the temps while running cinebench. Did you reinstall the OS after changing processor? Did you change any settings in the uefi?

Launch options are useless, remove them. There's something clearly wrong, but its not AMD. You should be getting 200+ fps at all times.

2700x doesn't have integrated graphics.

Edit: its possible he may have disabled SMT and the threads launch option can fuck it up. Otherwise just that launch option can't account for 200 fps delta.

My rate speed is 2133 on both sticks. PC temp was fine when i tested it with prime95 earlier and ram was working fine. I did reinstall windows 10 after i put in the new processor and mobo. No settings have been changed in terms of anything that can be done in the uefi.

AMD generally likes fast ram, so that can be part of the problem, but it shouldn't go as low as 100 fps average. On an R5 2600, I went from 260-270 avg fps to 285, going from 3000 to 3666 MHz. However it doesn't scale linearly and you should see more improvement going from 2133 to 3000-3200 or so. See if you can overclock it, or borrow some from a friend for a few hours.

What fps do you get with -default -autoconfig, fully stock TF2?

fps with fully stock tf2 was virtually identical to what I get with all my settings plus a config. I don't know if it's relevant but I tested overwatch too and fps was consistently in the 120 area too

edit: 4812 frames 27.256 seconds 176.55 fps with like 20 fps variability but on a pub server playing the game the fps was basically the same and the extreme spikes high and low were both there. Everything (processor chipset stuff, graphics drivers, bios) is up to date as of like an hour ago. Literally the only thing I can think of is my ram not being fast enough or something.
And overclocking ram up to 2800 gets maybe 10 more fps but it's still all over the place

So I tried all night and all day and nothing changed. Even after a clean install of windows 10, fps was essentially the same. I did a benchmark test: https://www.userbenchmark.com/UserRun/13417524
and everything (with the exception of RAM) is listed as essentially amazing. I've update all drivers/chipsets/bios/etc. I've messed with overclocking, both the RAM and the processor. I messed with threads and such and everything else and still no change. I also tried everything I could find online and nothing changed. The only thing I can think of is that the Ryzen is heavily dependent on RAM frequency and that my 2133 is bottlenecking everything. Would an upgrade to 3200/3600 possible fix it? I really don't have any ideas left other than that.

Tested out impact of RAM frequencies on ryzen. R5 2600 + RX 580. Benchmark results are on benchmark_test demo and mastercoms medium-low config. Radeon Version 18.12.2

3200 MHz: 4812 frames 16.847 seconds 285.63 fps ( 3.50 ms/f) 38.188 fps variability
2933 MHz: 4812 frames 18.437 seconds 260.99 fps ( 3.83 ms/f) 33.665 fps variability
2666 MHz: 4812 frames 19.041 seconds 252.72 fps ( 3.96 ms/f) 32.059 fps variability
2400 MHz: 4812 frames 19.595 seconds 245.57 fps ( 4.07 ms/f) 31.527 fps variability
2133 MHz: 4812 frames 20.594 seconds 233.65 fps ( 4.28 ms/f) 29.221 fps variability

The 2600 is on 3.4GHz, turbo to 3.9GHz, and 2700x goes from 3.7-4.3GHz. The biggest jump was from 2933 to 3200, so you should get a 3200 kit or a 3000 kit and OC it to 3200. 3600MHz kits are too costly for minimal performance bump. 2133MHz is pretty bad even for Intel.

Also, are you completely sure you removed all bloatware in windows? The last time I tested it had a 30+ fps difference. Did you disable all tracking when windows prompted you to give permission during the install process? Also there's lots of useless services like xbox and fax running in the background, you can find many guides for it. Enable high performance plan on windows. tf_use_match_hud has a large impact on fps. I can try out impact while streaming if you really need it, but unlike Intel, Ryzen barely has any fps loss while streaming

After deleting all bloatware I could and using that command and going to high performance, there was not much of a change. My FPS on the old dustbowl benchmark was around 135. Hopefully new ram fixes it

I got nothing man. Maybe it's a power supply issue or something, I have no idea. Thank you for your help though. It's definitely performing well right now (I'm getting about 200 fps at 3600hz) just not at the level I would like, especially with a low graphics config.
