stream and voice command issues plz help!

lately i've been having issues with my game not playing voice commands (such as MEDIC!)
i also can't stream with the anti cheat compability hook and unless i have that on OBS won't display TF2
the error i have is

Attempting to play MP3 with no vaudio [ ui\gamestartup10.mp3 ]
Failed to create decoder for MP3 [ ui\gamestartup10.mp3 ]

Check if your antivirus is nuking that one file which does the audio for TF2, make your common/Team Fortress 2 folder an exception in your AV and validate your game files.

didn't fix the issue :/
edit: it appears that disabling geforce in-game overlay fixes it

My Avira used to catch 'mssmp3.asi from the Team Fortress 2\bin folder, whitelisted that, validated game files to get it back and my ingame sounds worked again, so fairly certain that's the issue for your sounds.

Also the GeForce overlay should not interfere that much with the AC hook for OBS, tried updating drivers there?
