Weird FPS issue in Source games.

I have a weird FPS issue in all source games(TF2, CS:GO and DOTA 2). The FPS will be capped at 70 from the start of the game and go up depending on actions on my end. If any button(kb or mouse) is being held, the cap goes up to 100. If the mouse is being moved, the cap goes to 120 for a few frames and drop back down to 70 or 100 if a button is being held. The game also constantly stutters.

I've tried fresh installs and every single config, from lowest to highest performance, without any noticeable differences. Any ideas?

Specs:
CPU: AMD Ryzen 5 2600 @3.8
GPU: AMD Radeon RX 580 8GB
MB: MSI B350 PC Mate
RAM: 2x G.Skill Aegis DDR4 8GB

Are you sure v-sync/g-sync/freesync are all turned off in your GPU drivers?

AMD have a habit of trying to force shit settings on people.

freesync wouldnt cause this and amd doesn't force vsync on unless you tell it to.

check to see that radeon chill isn't on, I had something similar a while ago and turning it off fixed my problem

Yeah I said the wrong thing, I meant to say radeon chill. Though Enhanced Sync can fuck with things too, or at least has done for me.
