I currently own a NVIDIA 1050 (not a ti), and I am looking to upgrade but I want something that is within my price range and effective.
My CPU is a i7-7700 (shoutout to pyxelize for reminding me to mention this)
I am looking for around the 400-600$ mark and don't know much about computers so any suggestions help, thanks!

rtx2070 is right in your budget and has ray tracing cores. You could go with the gtx 1080 for a little more, but according to https://gpu.userbenchmark.com/Compare/Nvidia-RTX-2070-vs-Nvidia-GTX-1080/4029vs3603 the rtx 2070 seems like a direct upgrade. The RTX 2070 is also a much more recent release.

you should get a new cpu then imo, i have a 1060 6gb and it pretty much bottlenecks my 7700k in all triple a games i play
edit: unless u dont play triple a games/care enough since it isnt the end of the world uh haha

also yerb that cpu is not bottlenecking your gpu. your gpu isnt powerful enough for a 7700k

Ray Tracing is a meme and you should not buy an RTX card with the expectation of being able to do meme tracing at a acceptable frame rate even a year from now.

Get one of the lower budget AIB RX 5700 XTs. They sit between the 2080 and 2060 super depending on the game and sell for 2060 super prices.

The Sapphire Pulse or the Powercolor Red Dragon XT RX 5700 XT looks like the best value new cards on the market right now. The Gigabyte one is also supposedly decent. Avoid Asus and XFX.
If you are willing to go used and do some tweaking Vega 56 can be found on ebay for only $200. Many of the reference cards can take a Vega 64 bios and with a conservative mem OC/undervolt you are looking at 2060 super tier performance.

That would depend on the settings used and the game. Having a bottleneck isnt that big of a deal. Just gives you a clear upgrade path for your next part.
Personally i would go the Ryzen 5 3600/ Vega 56 route. Should be able to squeeze that into the budget.

Depending on the game it's literally RX 580 tier. That why i've been recommending used Vega over pascal.

I'm seeing a few mixed answers so I want to also add that the main games I play are TF2, CSGO, Dead By Daylight, Fortnite, and Apex Legends. I am solid on tf2, semi okay on cs, good on dead by daylight, but the other games can be pretty hard

All of those games are old enough or low enough spec that it doesn't really matter what card in this tier you get.

The other can games can be pretty hard as in hard to get the framerates you want?

How many fps are you getting and how many would you like? That should give you an idea of how much of an upgrade you need.
Price to performance ratio generally only gets worse above ~200$ so it's better to get a GPU that does what you want and not much more and then upgrade again in a couple of years.

Do you run high refresh rate/high res? Based on meeting your budget I'd go for the 5700xt or 5700. The 2060 super and 2060 are also decent choices but they trade price for Nvidia's proprietary features which is questionable at the budget level. If you want to save some money you can look at the 1660 super/1660ti (whichever is cheaper, they perform similarly). For used options as I believe was said before you can pick up a Vega 56 for around 250, then overclock it and/or flash a Vega64 vbios and/or mess with powerplay modding and get some nice performance.

Keep in mind that even a 1660 is over twice as powerful as your card. At the 350 to 400 dollar price point, the cards are at least triple as powerful. Just depends on how much FPS you need at which resolution.
