ZestyBest u can hope for is someone makes a game loosely based on 6es TF2 that retains a lot of the mechanics as a standalone game with matchmaking. If it was marketed as its own new thing instead of just a promod might garner a fair bit of attention as there's not many games it would be in direct competition with.
Valve might make a TF3 at some point but probably not before 2030
This. Valve has stopped giving TF2 the attention it needs and it's been that way for a while now. If people in 2014 were hoping for Valve support to comp, there won't ever be a genuine emphasis for competitive TF2. We've seen multi-million dollar Dota competitions that were supported by Valve, and with the way newer FPS games compare to TF2, promod-type games aren't really in their scope anymore. We all saw the way the MM update played out.
I doubt it would happen from Valve, but if someone with the time, patience, and support made a newer game with better content and a focus on competitive promod (and eventually $$$ tournament $$$) gameplay it would more than likely just kill TF2 and most of us would probably just move over to the next game anyway.

I doubt valve will ever develop or hand off the rights to a tf2 sequel.
Some kind of spiritual successor is something I like to dream about though. There are a lot of things this game has done well, and a lot of mistakes that could be fixed with the hindsight gained from 12 years of gameplay.
