Yes the PC will run TF2 on HD 4000 (assuming no dedicated GPU). It just wont run it very well. Don't expect 100fps even on low. More like 45 with a graphics config. Might get >60fps in a 6v6 game. Cant really say what FPS you will get precisely because i dont have one to test. But my expectations would be low with something like that.

I managed around 100fps in pubs on my i5 2410M with intel HD Graphics 3000 with Mastercom's Very Low @ 800*600.

I used to play on an Intel HD 4000 and would average 80-100 fps consistently. Then again this was like 3 or 4 years ago and I'm not sure how much the game has deteriorated since then performance wise.

I played on a half decade old probook 5450 with some shitty i3 and a hd 4000 and the only time id dip below 100 in 6s was on mids (1366x768 dx8 mc low and nohats). So yeah, it's playable, just not ideal

possibly it should be performing equally well, since it practically doesn't update.

i've been running tf2 on it for the last 3 years with a very good fps (with the correct config) so you should be allright i can drop my cfg if you want me to (blocky textures+clean tf2) consistent ~200 fps
