I've reserved a server for a scrim but I can't get class limits to work despite having the right config and whitelist. I've already executed etf2l_9v9_stopwatch which is the config I need

you also need to make sure the base config etf2l_9v9.cfg installed on the server, which sets

 tf_tournament_classlimit_class 1

to every class

might be good to double check that you have all of the base configs installed that set the server up, if you just have etf2l_9v9_stopwatch.cfg won't do anything other than set the proper round settings, specifically

mp_maxrounds 2
mp_timelimit 0
mp_windifference 0
mp_winlimit 0
