I have the EVGA GTX 970 SC 2.0 because it's one of the few that fits in a Silverstone SG05 case. Has a lot of coil whine unfortunately, tested that in 2 different PCs. It is quiet and doesn't run hot, during 2D stuff the fans don't even spin. Other than the coil whine, I'm happy with it.

Setting tv_delaymapchange to 1 on the server stops this from happening.
Except it doesn't work. AFAIK it only delays map changes due to timelimit, so it's nice for pubs with mapcycles. It won't delay manual map changes or even hitting timelimit in tournament mode.
Like f_blue says, use F2's plugin or TFTrue for proper 90s delay (that can still be overruled by retarded people with RCON, which is what happened with the cast tonight).

Run WinMTR for a few minutes when the pings are good and run it again when the pings are bad.
You could use the results to complain to your ISP that they need more capacity in some part of their network, but they typically don't care too much.

"Valid" just means your browser isn't messing up the test. You'd need to follow the instructions and take a picture of the screen so you can check for frame skipping.
You'll want to check if your monitor even does 75Hz properly without frame skipping.
What's the problem? Unless you turn on vsync or limit your FPS, the gfx card is going to generate as much frames per second as it possibly can, which raises the GPU usage percentage.
