I actually have it from a secret source that they're working on a big update that sets out to revolutionize the way people think of TF2 by overhauling the in-game competitive format and exploring ways for Valve to support the competitive community through prize-pools and sanctioned tournaments.

Wouldn't this make gunboats ridiculously overpowered? Or am I misunderstanding how this is going to work?

I think hitevents have been slightly broken by a recent tf2 update. The critical hit sprite no longer shows up, but the damage numbers still do.
