"full-screen windowed mode" resolution?

So basically, I want to run my game in "full-screen windowed mode" so that I can alt tab easier etc. however I also want to run my game at a resolution(1600x900) that is not my monitors default resolution (1920x1080). Whenever I try to set my game to "full-screen windowed mode" it automatically sets my in-game resolution to my monitors default of 1920x1080, and does not allow me to change it to any other resolution without changing my monitors default resolution. Is there anyway that I would be able to achieve running my game in "full-screen windowed mode", and be able to change my resolution? or will I have to pick between the two. I apologize if I worded my question in a weird way.

Fps Issues

I woke up today and my game that usually runs at a constant 240 fps was running at 60-80 frames. To my knowledge I did not change anything about my computer that would influence such a drop. I am experiencing the same issue in any other game that I have tried(CS:GO, and Quake) which leads me to believe that my tf2 isnt whats causing the issue.
Here are my pc specs:
CPU: Intel i5-4460 @3.2 GHz
GPU: NVIDIA GeForce GT740 2GB

I wish I could provide more information but this is all I know for now. I have no clue what the issue could be.

It's because you have a whole group of people backing you up to make you look good. You infrequently post and when you do, it's some ironic one word post that agrees with someone else or just "same". He is the one who I have known and has made great strides no matter what ups and downs he had. You're clinging to the past and because of that even your memories of him have been muddled. People change. Accept it.
what are you even saying? xcv literally said nice things about him, and then provided a bit of an explanation about what happened between the two of them. People to deserve to know what he was like in the past so that they watch out for it. there was nothing about xcv's post that was discouraging people from picking up vari. Furthermore, as far as xcv "almost ruining vari's reputation", everything that vari did was his choice. Maybe xcv said bad things about him in the past, but vari's reputation as a toxic, emotional trainwreck with good dm was very much deserved. Having said this I do believe that the kid has changed his ways and is IM ready, very similar to what xcv said. Stop trying to call my friend xcv out when he literally said "I believe he deserves a chance to play on a team".
