The issue isn't "better programs" it's the fact that people break. You can be completely rational, have something fucked up happen, then shoot up a school. It's semi-predictable, but that'd require some Orwellian dystopia shit.

capnfapnwhat if instead of +frags and -frags every post had a an ubercharge meter that gets +1% uber for every time someone clicks + and -1% everytime the - button gets clicked. When the meter gets to 100% the post has a red or blue background. If it goes to -100 the post turns to "USER DROPPED UBER, click here to see the message"
because then we devolve into youtube.

ukm's chart shows that the ambi is more consistent when hitting the shots. And the spread shows that Ambi has a better distribution, but i do have one question: are those shot successively, no pause between, just holding down M1?
Edit: Also, while the spy talk is interesting and relevant, it is divergent. What about other classes?
