Also, this group starts up a Newbie Team Drive before each ESEA season. They'll set you up with experiences coaches and a roster of similar, new players. Great way to improve.
Also MixChamp is good for just practicing in your free time, for a new player.
A bit more "balanced" because of hidden elo.
Maybe slightly less autistic.
Actual admins who care instead of children have internal drama and terrible rules. Players who want to play the game, instead of just messing around. Typical things you'd want to have as a new player, to help you develop.
Edit: TF2Stadium is a good site too. Good alternative to TF2C, because, like Mixchamp, it is run by a good team.

This is basically what everyone has said, but uninstall your games and Steam, and block the site if you must work at home and need the internet. However, you may still be tempted to browse other sites to procrastinate, like looking at frag videos. So, you might want whoever lives with you to do a check-up on you every ten minutes, or whatever time interval you feel isn't too annoying.
Otherwise, make a schedule (I recommend using a planner for everything), and block your internet access during times that you want to work. Then go to school or a library and just study/work at those places.
Or get your good buddies together who have similar subjects, make a study group, and commit to those times. That way, you don't disappoint them since it will be your idea, and if you do somehow disappoint them by ditching, then there's something else wrong with you.
It all comes down to how willing you are to focus on school and to change.

More skins as unlocks is a good idea, but removing all unlocks may not be good. I quite enjoy my gunboats, xbow, kritzkrieg, and the winger.
However, removing these unlocks probably won't break the game. For example, people would just have to learn to play like they did years ago, with needles and only a medi beam as the only source of healing.
TF2 probably could use a bit of both, like a bit of essential unlocks for competitive, but mostly reskins of stocks. It's too late to remove the unlocks though.
