No it Isn't, he get's paid based upon how many viewers he brings, If he brings none he doesn't get paid. Twitch is an avenue in which he can pay himself. It's way different then being under contract and getting a salary. Plus twitch can terminate his account any time they wish.
Being under a contract != getting a salary.
When you're partnered by Twitch, you're under a contract and they can terminate your partnership and your account if you don't follow their rules.
