ArieYour routing to the server is bad. I have access to a server in the same 139.99.xxx.xxx range and when I run a trace from that server in Singapore to your ISP it goes through France before going to Malaysia.

Some HUDs have an animation event linked to dealing damage which can cause freezes and stutters. For example, in MvM if you'll use medic's shield to damage bots your game can completely freeze for half a minute.
To remove this animation navigate to your hud's "scripts" folder, find "event DamagedPlayer" in either "hudanimations.txt" or "hudanimations_custom.txt", then remove everything in-between figure brackets leaving it like this:

This can be used to limit the effective FOV of users using wide-screenresolutions with aspect ratios wider than 1.85:1 (slightly wider than 16:9).
0 = do not cap effective FOV
1 = limit the effective FOV on windowed mode users using resolutions greater than 1.85:1
2 = limit the effective FOV on both windowed mode and full-screen users
