They don't like it because it is nothing like pubs and because of all the rules that come along with it. If valve ever decides to support competitive, it is most likely going to be highlander because highlander is basically a sorta organized pub.

A lot of colleges throttle your internet and give you sorta shitty download speeds, but most of the time you should have consistent ping. I know when I moved to uni that was only an hour away from my home I went from 20mbs DL at my home to 10mbs, but my ping pretty much was halved on most servers.
