With frames like those you might want to also try investing in a 144hz monitor. It'll help give your game a feeling of responsiveness.
You could always do the "refresh" option windows provides. It pretty much resets windows to factory settings but keeps all your documents/files/other personal files. If I'm quick it usually takes me less than an hour but it can be 1-2. All you have to do is reinstall all your programs and software when you're done. I usually just take a picture of what programs I have installed in my "programs and features" so I don't forget anything. Iirc I think it resets drivers to factory too so you may have to update those. It might be a good idea to do a backup of everything as well just to be safe, but I've never had a problem.
Speaking from a troubleshooting point of view, you said you've replaced your ram which didn't help. Try buying different components 1 by 1, and if it doesn't fix it simply return them? Maybe you'll find the one thing that was causing the problem.
Shade's been playing a lot of tf2 lately, so I dunno. Could be he's fondling the idea of building up a team.

Curious, why do you say not to get the GN246HL? Because you can currently get it for $168 at jet.com after using code TRIPLE15.
Vanquishvinny is a legend pls send him to i61
He seems to just not be active anymore. Hasn't been online in 50 days.
So sad. Talent down the drain like that.
Logitech just recently released the Logitech G203, which is literally the exact same mouse with a different cable and 200-6000 dpi instead of 200-12000 of the G Pro. Since the G Pro was so popular, I thought some of you might appreciate this deal. If you go to Jet.com, all you have to do is sign in by making an account, and using the coupon code TRIPLE15 at checkout.

If you've never heard of Jet and you're weary, don't worry. I was too, but they're totally reliable.

VulcanHes doesnt need a dedicated graphics card for tf2
A dedicated graphics card absolutely helps a huge amount to run tf2 smoothly, and it's really easy to find a laptop that has one in his price range anyway, so there's no reason not to.
This site has a lot of good options. Your price range to fps ratio is definitely doable.

I'd look at Lenovo, MSI, and Asus' past models. Stuff with GTX 860Ms should go for pretty cheap. I'm personally a huge fan of what Asus has to offer. Great laptops.
A huge thing for me is to wake up extremely early the day I'm planning on doing a lot of studying. I'm talkin 1-2 hours before the sun rises. When I wake up this early my mind becomes extremely sharp and makes it very easy to focus.
