You don't need a Samsung phone it seems as long as you follow the steps outlined in that. I just did it on my Atrix HD and it worked.

ESEA doesn't allow you to change interp on client, or at least limits it iirc. If this exploit gets out of hand in scrims/pugs, writing a plugin to limit the max interp value wouldn't be very hard I don't think.
Also, posting exactly how to do this on here isn't the best idea imo.
