yes you can, and a lot of people do it, I have + jump bound to mousewheel down and it helps, however it's not going to make you 500x better or something.
also I remember a lot of people binding +attack in CS:S to mousewheel and firing dualies like they were rifles

as far as I know most leagues have an 8 maps per season setup
Honestly I find it a little strange that nearly all the maps in rotation are either midly ct sided or extensively ct sided. Only one map gives a small edge to t side and people still argue if it's a big enough difference to matter outside of top invite level play.
It seems like you might have a more t-sided map in rotation, especially considering the likes of de_nuke and de_train
