Sounds like switch problem to me, you're probably just pressing the button different when rocket jumping.
I had the same issue multiple times with my abyssus and deathadder. One time I was able to fix it, by disassembling the mouse and blowing compressed air on the switch. Other time I tried this method - https://www.youtube.com/watch?v=82z-OpHdBgE, it fixed the problem, but the click felt different afterwards, so I still ended up replacing my mouse.

I think it takes around 9 ticks to reach max velocity. To test it, you can record a demo of yourself moving straight in your desired direction, then watch the demo frame by frame from the start of your movement until you hit max velocity and count how many frames did it take.
I still don't know how this information will help you in game, you just need to develop consistent timing by practicing it.

Most of the time you probably won't see any difference, but higher dpi might help for small movements (e.g. sniping). But I guess it also depends on the sensor you are using. Just test both sens, like in video above and see if you can notice the difference, also check if you get more accel or decel on higher sens

It depends on what you want to achieve.
If you are interested in web development and you have understood the basics of HTML and CSS, then the next logical step is JavaScript. If you want to learn the basics of programming and you want it to be simple and fun, then I would recommend Python.

and then the hud archive.
I have followed all the steps and the hud still isn't working. Any tips?
You need to extract the archive, so you have scripts, resource, materials, .. folders inside your tf/custom/hud folder

Whenever i start playing tf2 i get a constant 60ish fps. However after about 10 mins the fps drops from 60 to between 10 and 20. Using the maxstability on dx8, but edited to be the toaster cfg. please help.
Checked cpu temperature?
Found that it overheats like crazy. :( cant do much because im on a laptop, so gonna have to play less tf2 until june when i build new pc
get a cooler pad! There are some cheap ones that still help a lot
You can also try to clean your laptop from dust.
