BonafideI've always had this, on windows 7 & 8 too, my friend has the same problem, both of us have a similar setup, 144hz main and 60hz secondary, went over to his house to see and it was exactly the same. Don't know what actually causes it tho.
I have the same thing, it seems playing video on the 60hz monitor makes the game also drop to 60hz
