Stutter Frame problems on Snowplow

Every time I join snowplow it looks like this but with stuttering on the horizontal lines that allow me to slightly see the map when I move, I also have weather effects disabled but snow flakes are still falling.

I will also freeze on one spot for about 7 seconds each time, being restricted to only being able to look around, not move shoot or jump. My ping never fluctuates during this pause either. Any help on this would be appreciated cause I have no Idea what's going on.
