I was in a similar boat to you last year.
Since I already had a decent gaming pc that i'd brought to uni I decided to buy a chromebook.
It was only $250 I would only use it to bring to lectures and watch stuff on it occasionally, I could keep the money saved for future PC upgrades.
Since i'm a computer science major I found Chrome OS a bit luckluster pretty soon and installed linux on it.
It may not be the best choice, but it'll do the tasks you want from it and it's a good option to save money.
If you do pick a chromebook i'd recommend the Acer C720 (i3 4GB RAM)

Mostly cosmetic feedback, really excited to play this again as mid was just complete aids before and didn't play well at all. Hoping it plays well and makes next etf2l season. The textures on rocks look nice, the double jumping around spire is significantly better, the change on last is welcomed and mid has potential though I don't know how well it'll play yet.

This rock needs to be just slightly lower so scouts can double jump on it.
Currently you need to surf up the rock, but the rock isn't as curved as process mid rock,
so solution simply lower it slightly.

I hope splash bugs don't occur here, especially as mid fights are super important. I suggest
curving the edge into the ground.

I would like to see the capping boundaries for this cap point, being able to
give yourself better positioning by edging the point as scout while
backcapping the point helps a lot in some circumstances.

Moving this to avoid sniper slight lines good idea but the door always suffered from being
too small and super easy to trap up. Make the spawn more standardly bigger in some way.

Can't double jump onto the point from here without winger, you should be able to.

As a scout, its very easy to get caught in this spot. You can double jump between the fence
and roof but its very predictable. I suggest moving the fence back slightly so it's not a guaranteed
projectile hit from mid if a scout jumps there.

I don't know if there's any point in this or its simply cosmetic but creates the opportunity for

editing HudItemEffectMeter_spy.res doesn't seem to do anything though it contains HudItemEffectMeter.
edit: derp it was simply HudItemEffectMeter I needed to change.
I sometimes play pubs and mge on my linux install, there are several issues though:
The proprietary AMD driver sucks but offers much better 3D acceleration, however there are 2D performance issues which is not an issue with the open source driver plus the AMD proprietary driver has some stability issues.
If you are using NVIDIA the drivers are much better, however, if you use a distro like ubuntu or it's derivatives the driver version lacks several releases behind using the official software repositories.
Want to disable moue accel? have fun disabling it using 'xinput' using the terminal and adding the commands to a startup script. Even if you do this you probably won't get 1:1 sens with windows unless your mouse has a physical button to disable accel and you are using rawinput. Any mouse vendor that uses software to disable accel such as logitech you won't be able to disable accel using rawinput and you have to rather disable accel in X windows instead using xinput but adds increased input latency.
Same thing if you have a 120hz monitor it defaults to 60hz and then using 'xrandr' in the terminal to set the refresh rate as the gnome software control centre in particular doesn't expose the option to change the refresh rate.
Despite all that I recommend you dual boot/ try on another machine and test it out you may have a much better experience than me. However, don't expect the linux versions of games to be ready for competitive play but it is good enough for pubs and casual play.
edit: I just realized I didn't actually answer your question about performance. Expect about a ~10% performance decrease from the game converting directX calls to OpenGL. However, there are so many variables such as drivers, hardware, mesa version, etc that you may get better performance, worse or about the same.
cl_ejectbrass 1 fixed some crashes playing heavy for me.

for real though as a spectator I used to watch NA invite game demos now I don't bother as it's incredibly boring even if it's close between 2nd, 3rd and 4th place.
