MightyI'm really hoping that this will get to be a thing, but I'm still concerned that this will basically become another tf2pug.me instead of what tf2center was. I think the idea is great, but more than anything it would be amazing if it could completely replace tf2center as the 'bridge' between competitive and pubs.
I think it needs to be 'advertised' at other places where less experienced players reside.... maybe even reddit.
If this is only 'advertised' on teamfortress.tv, this without a doubt will just become another place to get fatkidded by the good players.
People can only be fat kidded from captained pugs. Not having these be captained will greatly increase play-ability for players of all skill levels.

LsRainbowsBonafideI've always had this, on windows 7 & 8 too, my friend has the same problem, both of us have a similar setup, 144hz main and 60hz secondary, went over to his house to see and it was exactly the same. Don't know what actually causes it tho.
I have the same thing, it seems playing video on the 60hz monitor makes the game also drop to 60hz
Switch your monitor to 60hz, trust me it's much worse
