if you need to do a 180 you should probably unzoom and then zoom back in, it's not really practical to keep the same "/360 with a zoomed in fov and expect to keep any kind of precision.
For consistency sake it makes sense to keep it somewhat proportional to the fov change so that aiming on something 2 inches to the right of your crosshair takes about the same mouse movement zoomed in or not zoomed in. I believe this is accomplished with the default zoom_sensitivity_ratio setting of 1.
