So from my understanding, one must first join a listen server so that sv_cheats can be enabled. Then settings like picmip and stuff can go higher than allowed. Then it is precached? Is that correct?

I was thinking: demo has an out of the ordinary weapon like the charge n targe. What if the soldier had grenades for his primary instead of a rl? It could be a charge up weapon like the huntsman with curved projectile motion.
Maybe this would bring actual conc jumping to tf2? Might inspire new kinds of gameplay/jumping.

Cons: no crit heals
Ie: if you give a roamer a buff on flank, you won't have to buff him again unless he uses up all his health by taking damage.
Thoughts on what would be interesting to play with/against? I just wanted to get the ideas out there whether they happen or not.
