and -dxlevel 95 is better anyway if you want performance.
also just try reinstalling completely and turning off steam cloud.

I'm a freshman at UIUC for CompE. Everything is amazing except maybe the location, we're in the middle of nowhere XD (but gotta love that fiber internet and 5 ping to Chicago servers).

Trying to make an obfuscated number 6 out of random tf2 things is not going to look great, and I don't even see the appeal of a shirt that just says "6v6".
And although I can see the appeal of a tf.tv shirt, didn't enigma say he was looking to pick someone up to make a new logo? The current one would be kinda bland on a shirt.

it's a popular post but its one of the dumbest I've ever seen.
first, it has nothing to do with ISPs. ISPs don't choose or control what CDN you get pushed to when you request a video. And if they really wanted to throttle you this wouldn't do shit, they would throttle connections to all Google CDNs.
second, if that does somehow improve your speeds, all it means is Google's load balancing is shit and they were sending you to bad or overloaded CDNs. and if you do do this keep in mind it won't magically make all videos as fast as your connection, all CDNs can get hammered, and video speeds depend on which videos reside on which servers, and what route you have to take to get to them.
Lastly, keep in mind that this will block 60000+ IP addresses. Don't be surprised if it either makes the initial loading of videos slower, or completely breaks some stuff.
Saying the popular videos should always be blazing fast is a bit of an oversimplification. Google itself operates an extremely complex CDN that peers with local ISPs and nodes. Some videos get cached to nodes near you, others don't.
Additionally, there is always the chance that your ISP is doing shady shit. I remember this reddit thread that came up where someone found their requests were going to a third party CDN:

That guy did some research and it apparently helped him, but maybe your ISP isn't even doing anything.
If you're saying this just started happening I wouldn't worry about it honestly, it might be temporary, and there's probably nothing you can do anyway.
You should keep in mind that Google does global load balancing on YouTube videos; popular videos are stored on CDNs which are ridiculously fast, while less popular videos get pushed onto collocation networks that will load slower for everyone. In any case I doubt there's much you can do about it.
