Chrome's known for being RAM intensive. Give Firefox a try as several sources prove it uses less RAM. A build of Firefox called Waterfox was specifically made to have the lowest RAM usage possible. You may want to look at that.

Have you tried "cl_hud_playerclass_use_playermodel 1" or checked the advanced options?

also, regarding freelance programming; would i be able to make any money as a self taught programmer or would i need an actual college education? if i were to teach myself, what is the best language to start out with?
There are a lot of self taught developers that freelance, including me. The rates typically depend on your experience and skill set.
