Enough is enough. It's 2018 now. We've had our fun but it's time to grow up. Let's put an end to memes and this childish copy/paste culture.
After I moved away from my computer and only can access it while I'm on vacation, I must say that I have observed a noticeable, yet small downgrade in my dm, however my game sense is largely unchanged. Consider however that I usually go 6 months at a time without playing TF2. I doubt you'll lose that much in 5 weeks.

I was playing scout in mge yesterday, somebody was insulting me telling me to fix my internet. They were telling me that on their end I appeared to be have choppy movement, exactly as you describe.
paiCafaik that happens when they are connected to wifi. This happens to me whenever I visit my parents and connect my laptop to their wifi and play. Might of course be something else as well, but thats the case from my pov...
I was connected to ethernet however when this occurred.
