It's hard to really quantify as best. Some snipers are great under pressure at getting key picks in a stalemate. They;ll edge out the other sniper and then pick a med. And then you get others like Puoskari who will headshot five or six players in an open game to the extent that it's scary.
I suppose the first type are the more valuable ones.

Stock sniper. You can miss and they can sometimes not see where you shot from, which is huge. Especially if they don't hear it.
