I recently got a new Processor (AMD Ryzen 2700x) and a new motherboard (ROG Strix X470-F Gaming) to replace my messed up intel processor and motherboard. And now, no matter what I do, I can't seem to get constant good fps. On a jump server I'll get anywhere between 400-500 on mastercomfig low. However, on any regular pub/6s/HL server, it varies immensely. It seems to usually like to sit around 110-130 which is usually fine, but can drop lower. However, in 24/32 person pubs it can drop as low as 40 even when there's not a lot going on. I'd also like to stream again and since obs takes about 50 fps off of my game, it's not doable right now.

Processor: AMD Ryzen 2700x
Graphics Card: Nvidia GeForce GTX 1070
Motherboard: ROG Strix X470-F Gaming
Ram: G.SKILL Ripjaws V Series 16GB
TF2 Launch Options: -windowed -noborder -w 1920 -h 1080 -nod3d9ex -novid -nojoy -nosteamcontroller -softparticlesdefaultoff -reuse -nostartupsound -threads 12
I've tried basically everything I can think of (as you can see by me trying to mess with threads in launch options). I've messed with power plans, messed with dxlevels, even tried the lowest quality config I could find and it didn't really help. All of my drivers and chipset stuff is up to date and I really have no idea what to do. Did I really fuck myself that hard by going to AMD from intel? Any help is appreciated, thanks
