I got nothing man. Maybe it's a power supply issue or something, I have no idea. Thank you for your help though. It's definitely performing well right now (I'm getting about 200 fps at 3600hz) just not at the level I would like, especially with a low graphics config.

After deleting all bloatware I could and using that command and going to high performance, there was not much of a change. My FPS on the old dustbowl benchmark was around 135. Hopefully new ram fixes it
So I tried all night and all day and nothing changed. Even after a clean install of windows 10, fps was essentially the same. I did a benchmark test: https://www.userbenchmark.com/UserRun/13417524
and everything (with the exception of RAM) is listed as essentially amazing. I've update all drivers/chipsets/bios/etc. I've messed with overclocking, both the RAM and the processor. I messed with threads and such and everything else and still no change. I also tried everything I could find online and nothing changed. The only thing I can think of is that the Ryzen is heavily dependent on RAM frequency and that my 2133 is bottlenecking everything. Would an upgrade to 3200/3600 possible fix it? I really don't have any ideas left other than that.
fps with fully stock tf2 was virtually identical to what I get with all my settings plus a config. I don't know if it's relevant but I tested overwatch too and fps was consistently in the 120 area too
edit: 4812 frames 27.256 seconds 176.55 fps with like 20 fps variability but on a pub server playing the game the fps was basically the same and the extreme spikes high and low were both there. Everything (processor chipset stuff, graphics drivers, bios) is up to date as of like an hour ago. Literally the only thing I can think of is my ram not being fast enough or something.
And overclocking ram up to 2800 gets maybe 10 more fps but it's still all over the place
My rate speed is 2133 on both sticks. PC temp was fine when i tested it with prime95 earlier and ram was working fine. I did reinstall windows 10 after i put in the new processor and mobo. No settings have been changed in terms of anything that can be done in the uefi.
