Forgot to mention that, still 40" for option 2. You said you wanted 40" so that's what you get. There are definitely some deals available. They won't be high end models obviously.

Either way it should still be possible with danish prices. ~245€ for the i5-6600 on komplett.dk vs ~215€ min in Germany. Assuming the other prices are similar the build should end up at ~1000€, that's still well below your 1300€ budget. So you could still move a little of that left over budget to the 40" 4K TV and we're golden.
I'll have to inquire some Danes if there's better or at least other options than komplett.dk.
In that case option 2 seems really appealing, though what impact would that have on the PC itself? As you said, it'd need a better GPU.
Mail gets sorted, stuff that looks like wires and electronics usually get turned away. Thinking about it I'd have the same problem with getting the parts from either Germany or Denmark, since the issue is on the receiving end. If German prices are significantly cheaper than DK, then shipping would be the better idea and I'd just have to sort something out to stop them getting sent off.

I don’t think I skipped anything, I just got the sense that it would be quite a hassle getting it but now that you’ve made it clear it’s aight from my view.
Option 1 seems better seems better initially but what sort of size would the TV for option 2 be? I’m assuming that it being cheaper means it would be around 32” which is a bit small for what I’d want it for.
For prices, I’m not entirely sure. Denmark seems to sell everything at 1.5x the price of the UK so prices are a pain, but getting them shipped in from Germany isn’t really possible for me right now. komplett.dk seems to be the best option for computers.

Ok there will be no FreeSync for the 40" monitor and it'll probably end up being an actual TV. Most TVs don't support FreeSync yet and monitors that size are too expensive.
I also forgot to ask about IPS.

That leaves us with:
1. 120/144Hz.
2. Lightboost (most of them will be 120/144Hz)
3. G-Sync/FreeSync
4. IPS
Combination of 1 and 2 should be easy, the other ones not so much. You will not be able to get all at 350€.
Try to rank them.
In that case I'll just drop the TV and stick to 2 monitors, since at this point it makes the most sense.
For the 2nd monitor I don't need 120/144hz. IPS would be nice, since that improves the display afaik (though I don't know since I'm not familiar with it, as with most of this). Also with the TV screen out of the picture I could probably pay more than €350 if there's nothing under that.
