I feel comfortable in saying with confidence that bowul will never flake on you and turn your roster upside down mid-season. Call me a dummy if he ever does so. Also, maintaining a bowul requires plenty of scrims and maybe demo-watching too and if your team does not plan to scrim very often, I don't think he would flourish as much or feel as satisfied.

His greatest weakness most definitely has to do with his attitude at times. It's never really directed towards teammates, but usually towards himself in someway. That's not to say he's a miserable person to be around, usually the opposite. It's his attitude towards loss that I think it what can hold him back at times from not seeing things right. He recovers just the same and at a quick pace, though. I think that with time, he can improve on that for sure.

It'd be a mistake not to give him your time to see if he's the right demo for your team.

I've had stability issues with mumble and tf2 on my 8.1 desktop that I never ran into on my 7 laptop. I think I'll try 7 just to see if it'll have any effect.

A friend of mine has had the exact same issue before. He fixed it by switching from full screen to windowed. If windowed, try full.
