I can't remember the excat wording in clientscheme you need, but you can set fonts to use all caps exclusively.

Edit: You add "allcaps" "1" to the actual entry of the hud element, so for the scoreboard you enter allcaps on each part that is text based, and the caps will appear. You'd need to add your own punctuation marks though, they come up as blank.

Use gcf scape and extract the hud, then go to resource/ui/hudmatchstatus.res, then I think make "BGFrame" visible and enabled 0.
