I agree with what you're saying, what I'm trying to get to kind of climbs into the discussion about if man is good or evil, are the bullies intentionally doing harm for their own proposes or are they unaware of the damage they're doing?. I find hard to believe that someone who understands exactly what kind of harm and consequences their actions could lead to would keep doing them over and over; but then again I haven't witnessed such a level of bullying like what you are describing.

The victim holds no blame here, they need help and support to learn how to overcome this and be able to move on, which is where I see that the family plays the most important role.

bullying is hard to deal with because you can never tell the intentions of the person doing the harm and the actual harm that the victim suffers. the kid that bullies could've been just joking around, genuinely thinking that what he said was funny for everyone, maybe because he's used to that kind of joking in his family circle or he could've been trying to make the other kid feel bad out of jealousy or whatever reason. and the bullied kid might receive this message as either a good joke that could trigger the start of a friendship with the other guy, or might receive it as a mean hurtful comment that could leave a mark for a long time.

In my personal experience, it didn't have that name at the time but I was indeed a "victim of bullying" for quite a long time during my childhood. Lots of troubles making friends in school, fat kidded everywhere, not a fun time overall. It was the support of my parents that made me realize that this bullying that some guys were doing to me was rather a misread of their intentions from me, than an attempt from them to make my life harder. After realizing they were just kids joking around with no real reasons to do harm, I just started ignoring them until they found no longer funny to make jokes, and years later I even developed some very close friendships with some of them.

So if my experience can put me in any position to make an informed opinion on this matter, one thing the kids need to overcome bullying is the strong support of their parents. If you are a father, teach your kid to love and accept himself and make him understand that whatever people say or think about him doesn't really matter.
