That's CenterPrintText in clientscheme.res/fonts.res, and it's solely controlled by the plugin(s) the server is running. It can't be repositioned.

if the "meet the" series were to be used as a tutorial, then new players will overestimate every classes' abilities. the thing about "meet the" videos is, they don't really showcase each classes' limits/weaknesses and that's vital to game knowledge
it's crucial that new players get familiar and comfortable with tf2 within a reasonably short time frame after first playing.
