One has features with the gamer in mind, the other is a standard screen that has the consumer demographic of somebody who is making a home theatre or something; not a model that has all sorts of funky doodads meant for basement dewllers. They're both 120hz if that's what you're concerned about.

No doubt the 660 Ti is a good card, just stock 670 for the price of a 660 Ti is in my opinion more ideal. Just because you can take the 670 even higher than a 680. 660 Ti won't do that without treading into the zone of instability.
Think of Ti as a tag that indicates that it it's only about 15% better than the non-Ti version.
660 Ti: 1344 CUDA cores
660: 960 CUDA cores
The other factor is the memory clock, allowing a higher bandwith to operate through the card. Unfortunately, the 660 Ti has a lower memory clock than what it's capable of. You can modify it yourself, but there's no point to. The Ti version has been pushed, mostly, as far as it can go. Because of this, you can make a 660 perform like a Ti version with some overclocking. There isn't a huge difference in the two cards.
If you have that money, Just get a 670. 660 Ti is just an underperforming 670 at the same price of a 670 on sale. And they're on sale.
I've got one wrapped up in my house somewhere, and I don't get to touch it until Christmas Eve. The 670 is 95% the performance of a 680, you can overclock it to be even better than a 680 if you wanted to.
It's possible the new weapons could introduce a new functionality; like a selective firing mode. But that's too modern style for TF2, I hope the new weapons do introduce something new to the game. Getting the keys and trying my luck though.

Ordering this for christmas: Adesso MK135b
and the Zowie AM and of course the Artisan Hayate. I noticed the Hayate is M and only 12" there, but I only use about 10" of space on my QCK+ right now to begin with. Feeling liek it'll be a good setup.
