Sounds like a hardware issue. Does it do this in any other game? I've had issues caused by hardware that only gave me problems in certain games (more notably the demanding ones like Metro and Crysis)

I disable page file completely because I have 8 GB of ram, I find it helps with stuttering. Only problem with this is it stores the data in your ram, and if that fills up, your computer does weird shit, but the only time I run out of memory is by playing Arma 2 for 4+ hours straight so it's nothing to worry about.
Console errors aren't the cause of stuttering though. By glancing over the errors themselves it doesn't seem like it's related.
It's hard to diagnose the issue because you might not be specific enough about it. You say the issue is TF2 freezes up for 15 seconds straight, as in you're playing perfectly fine, and all of the sudden the game decides to freeze up for 15 seconds, and then it goes back to normal? Or does your game completely crash and have to be restarted? It sounds like it may be some kind of hardware issue.
Stuttering could be related to HD activity, or your video card. One thing I do is set my max frames rendered ahead to 1 (using Radeonpro). For Nvidia you can find that in your control panel and set it globally. One last thing is to update and make sure all the drivers are installed and are at the latest. Especially drivers you don't think might be important, like sound drivers, intel chipset drivers, or ethernet drivers.
