Tf2center has vague rules that are selectively enforced to suit the needs of masternoob; the site and its admins have been "exposed" in threads like this many times but ultimately masternoob doesn't care because he knows casual players will probably never hear about this or care enough to change sites. With that said, Brightly has trolled in every game I've ever played with him and I think this particular ban is completely justifiable even if the action listed as his ban reason isn't technically against a rule.
