If you're looking for a torrent index, TPB is up and running and imo good. As for trackers, since demonii got shut down I think OpenBitTorrent is the largest public tracker.

What's the point of a proxy if the actual site is literally shut down and dead? There aren't even any copycats worth their salt around, one of the better ones recently just turned out to be a reskin of TPB.
Personally I've been using ExtraTorrent for my standard movies/series needs, sprinkled with some TPB/google-fu for more obscure stuff.
