Try running steam as an administrator and then "Verify the Integrity of the game cache" and then restart steam afterwards

EDIT: Also, I've been looking around for the last 15 minutes or so and some guy said to follow these instructions:
1. delete everything in the steam installation location except for "steam.exe" and the "steamapps" folder.
2. restart you pc
3. run steam from the installation folder (you could try running this as an administrator even though he didn't say to in his instructions), not from the desktop shortcut. (an update will be downloaded)
4. verify the integrity of the game cache

So when you did the clean install of windows and re-installed steam, did you have tf2 on a external hard-drive or something and just dragged and dropped the files from the external to your main hard-drive. If so try "Verifying the Integrity of Game Cache" in your tf2 options on steam.

EDIT: Try this even if you didn't use an external hard-drive.

This happened to me when I did a clean install of windows to set up my SSD. I don't actually remember how I fixed it but if I do remember, I will post here.

I've already been on there and there are two different times for when i52 starts. There is the time on the schedule tab which says "Dallas: 9am-5pm" and then there is a countdown (which I am assuming is referring to when i52 goes live) that says "0 days 11 hours 36 minutes and 36 seconds to go" which would mean that i52 starts at 3 pm CST. I just wanna know what the official time is.

So when does i52 actually start? Just purchased my flight to GXL. Possibly looking to a borrow a PC and monitor (preferably a 120hz but if that's not possible then 60/75hz is fine) for the LAN and also still LFT scout/roamer.
