It's literally just how often it sends information to the computer per second.
I don't exactly know how this causes issues for games, because all evidence is just anecdotal. googling "high mouse polling rate lag" or something will show results of people saying "I have 8khz polling rate and I'm fine" meanwhile other people get long lag spikes on web pages with 1-2000hz. Generally from what I've read an experienced 500-1000 seems to be fine for 99.99% of pc builds.
A high polling rate does have a very bad effect on tf2. You should look for a mice with adjustable polling rate (such as the Razer Viper 8k) polling rate should be less than 2k for optimal experience. I will edit with a video example when I get home in ~3 hours what the differences are.

what causes this kind of lag, i don't know, all i know is its a weird problem that some people have.

I'm colorblind (specifically tritanopia or blue/yellow colorblindness) and was wondering what settings I would need to set on my monitor to "boost" its colors. Basically just making things more vivid / pop out more, and not blend into backgrounds.
I have an ASUS VG248QE 24" 144hz monitor for reference
